Who counts as a billable user in Stackby?

We have users with [5 different permission types](https://help.stackby.com/article/50-different-types-of-permissions) in Stackby - Owner, Creator, Editor, Commenter, Read-Only. 

All the users except **Read-only** will be counted as a billable user.
